It means nothing!

For as long as Putin and regime stands the perpetrators will never be brought to account.

Agreed. Putin will likely never stand trial unless overthrown. Evem then, there is no guarantee.

Oh it means something. Mostly that if Putin had any doubt he is fighting for his life and such doubt prevented him from using his nukes that doubt is now gone.

Xi should be embarrassed and I think he will be.

In WWI, Ludendorff said the German alliance with Austro-Hungary was like being shackled to a corpse. I am sure Xi worries about Russia dragging China down too.

I think Putin is more afraid of getting killed by his Russian enemies than being put on trial by the ICC.

If Putin were to visit any one of the more than 120 countries that have signed up to ICC jurisdiction he would be liabnle to be arrested and sent to The Hague for trial. In that context it would still be safe for Putin to visit the USA as, like Russia and their rulers, the governors of this country apparently (with great power arrogance) consider their country and themselves to be above international law.

The ICC is a clown show. It will only accept charges made by governments.
