Ok! Putin is not a dictator (no mention of Xi I notice) and the USA does NOT rule an empire but instead leads a coalition of intetrested states.

Of course Xi is a dictator, although a coopted one. And the US heads a coalition of coerced states. If they do not do as they are told they suffer all sorts of sanctions. That's the modern shape empires take...
