I am sure that the PRC military and ruling party have been planning (and revising those plans according to changing circumstances) to invade Taiwan ever since Chiang Kai Check and his remnant Nationalists found sanctuary on the island back in 1949. So far they have not even made a serious attempt to take the Matsu Islands up against the China mainland away from Taiwan.
