If you don't want US military base in Portugal any more, you should just ask them to go. United States Forces Azores Been there, done that. Pretty straightforward, actually. Hasn't it always? Even so, that doesn't mean the GBP isn't weaker than it used to be. (Although the UK's economic fundamentals are still strong, so it's probably undervalued.)
