You constantly speak of Russia as if it were alive, it isn't. Russia is a country and it's objectives will be whatever it decides they will be at that moment; Russia will change those objectives whenever it decides to as well. Finland was not conquered because if Russia tried, it would have suffered greater losses. So it gave up trying to conquer the rest. All they got was a sliver of Finnish land at tremendous cost.
